As a result 110-120 you never saw level-appropriate players of the other faction anywhere and during the first day or two of BFA you couldn't be ganked anyways because all the opposing players were still leveling up. The reason why it may have seemed kind of pointless during BFA is because alliance and horde leveled up in their own islands. The xp buff then tries to balance this out so that both players with warmode on and off would take about the same amount of time to level up to cap. Warmode xp buff is there because the WPvP will likely slow your leveling process down, be it from intermittent WPvP or getting ganked occasionally.
